The topic of Lecture Seven is legal control of the government, which may be seen as a somewhat unlikely subject for China. There seems little that law can do to regulate the exercise of government powers – in fact, the very existence of the legal control regime in China has often been denied by observers, who consider that China did not, and will not, conform to the government-controlling norms as accepted and implemented in the West.

Is it really so? We will delve into major administrative law legislations and their implementations through selected cases where complaints challenging the government conformity to the transparency and properness duties are reviewed by courts.
